Possibly from the US Navy (see pics of front). Does not run. Winds, but does not get tighter, as if the spring is disconnected. 2 screws are out of the outside front outer face ring, indicating someont tried to take it apart. Otherwise it is in excellent condition. It looks like it may have said US Navy on the front, but part of it is rubbed off.
