Designed to tow a car by the two front wheels. Appears to be complete, except for the tie-down chains (or cables). According to customer, it has been sitting out, unused for at least 8-9 years, so it needs attention before it will be ready to tow. We did not add air to the tires, they were inflated. According to the tag (see pic) it has a maximum axle weight of 3,500 lbs.
