A strap on the handle turned the top flywheel, which drove the lower blower assembly. Missing the strap and the belt. The top wheel turns freely. The blower is intact and free, but there are leaves, etc inside. The top flywheel spins freely. Both the top and the blower have manufacturer markings. About 47” tall at the top of the frame
